Supervision of Dangerous Goods

Dangerous goods/hazardous materials are all substances and organisms that may pose risks to safety, human and all living beings’ health, environmental health, and the safety of other cargo due to their natural characteristics or conditions created during transportation.

Today, dangerous goods are transported by all types of transportation, and each mode has its own specific international requirements:

  • ADR for road transport
  • RID for rail transport
  • IMDG for sea transport
  • DGR for air transport

Although some regulations are similar across these frameworks, there are many differences. Therefore, determining which transportation route(s) will be used is crucial.

Many factors must be accurately determined for the transportation of dangerous goods.

Key Questions:

  • What is the cargo?
  • Does it belong to a specific hazard class, or does it pose various risks during transportation?
  • Which transportation mode(s) will be used?
  • Will the cargo be packaged?
  • Will the cargo be loaded into a cargo transport unit?
  • Will the cargo be packaged first and then loaded into a cargo transport unit?
  • What are the requirements for packaging, loading into a transport unit, or direct loading onto a vessel?
  • If the cargo is packaged together with another type of cargo or if multiple packages are loaded into the same transport unit, is this allowed?
  • Which transport documents are required? What information must be included in these documents?

As seen in the questions above, and many other considerations, everything must be properly determined.

A shipment that is not handled correctly can have serious consequences. For example:

  • Incorrectly packaged cargo
  • Cargo transport units loaded improperly
  • Incorrect labeling and markings

If such issues lead to damage, accidents, or incidents, the risks to other cargo, environmental health, and even human and animal safety increase significantly.

Additionally, there are many other risks, such as the cargo being refused entry into the destination country or facing penalties and legal sanctions. Ensuring that cargo complies with all necessary regulations and requirements is critical, and this is where international inspection companies play a major role.

What is an International Inspection Company?

International inspection companies are independent and impartial organizations authorized by government ministries. These companies provide their personnel with necessary training in accordance with relevant regulations and guidelines (such as CTU Code, CSS Code, IMDG Code, IMSBC Code, etc.) to enhance their knowledge and expertise. They conduct unbiased inspections at various stages, including before, during, and after loading, and document their findings in detailed reports.

What Do Inspection Companies Check?

Inspection firms carry out neutral and precise monitoring and reporting on various aspects, such as:

  • Proper packaging of the cargo
  • Checking for any damages in the packaging
  • Verifying the correct labels and markings on the packages
  • Ensuring that loading and securing within a cargo transport unit is done correctly
  • Checking for proper markings on the transport unit

By conducting independent inspections and documenting their findings, inspection firms help minimize the risks mentioned above.
